This is SOME's OWL stable of motive power. The OWL has had several different paint schemes, and even lets other lines use their track, hence the Great Northern switcher. The white and blue paint is the 2000, 35th anniversary OWL scheme. The red and grey is the current scheme and has been around since the late 90's.
